The cheapest GPS is one of those Trimble units for 19.95 off epay, or a
Motorola
Oncore. Why re-invent the wheel when those are available? 
If you really want to get fancy, use one of those Garmin pucks that comes
with a map program for $100. Laptop not included. Those should get you
within the beamwidth
of  most small dish antennas (< 8 feet) at 10 miles. I use WinGrid to get
close enough
to work the other guy. Works like a charm.

ok ,simple and cheap gps not possible because then it's inaccurate andwont  
muster up to are you really at the grid corner or not, best positioning 
realized cud be out to 100 meters because of dod spoofing . best way is
known lat long on published points that are fixed on the surface 
or a previsit to the site with precision gps     ,  yes i make maps for a 
living     ke4wbo
