Here is a potential source of 10 GHz WBFM parts: a (working) toy radar
gun.

Of course, this would be the no-tune end of a link.  Or perhaps a
tunable
WBFM IF receiver would have to be used on both ends.  I'm assuming
they have a mechanical tuning screw.  (Could they possibly be
manufactured
to such tight tolerances that no tuning adjustment is required?)
