Kudos to W3IIT who found a spot that has the manual. I was able to download
the
pdf manual and get all the info I needed. See Harry's reply below. That is a
great site.

To answer your question on the transformer connections, I went to the Logsa
web site (Army Logistics Agency) at
https://www.logsa.army.mil/etms/welcom1.htm and searched for the manual. I
tried searching on just the number part without success and then just
searched on "power supply" and got 101 hits. I scrolled down the list and
found the manual with 6269B in the description.
The power supply jumpers are shown on page 12 of the HP manual that you can
download from the site. The manual PDF number is 046413. The manual shows
connections the details for primaries of 115, 208 and 230 volts.
The site is a gold mine already paid for by your tax dollars. Search on
power meters and you will find all of the hp manuals, etc. It's my first
choice when I'm looking for manuals.
