I found an article in a 1980 ARRL Handbook that might be related. And, from
your comments, I think we are talking about the use of a modified Motorola
T44 PA unit. That is the only reference I have found to using a 2c39, other
than 1296, on 432 with possible use on 222. Like Walter said, plenty about
1296 use. 

With this T44 hardware in hand, the project isn't too difficult. So far,
that is it. With my luck, T44's are long gone too. Also, modifying the strip
line for 222 may be a stretch. Was that pun?
